CINTESIS researchers face new challenges since the first issue of CINTESIS News’, one year ago. The next European Framework Programme for Research and Innovation (Horizon 2020) will start on 1 January 2014 and with it, new opportunities arise. How will this affect funding instruments in H2020 and what has changed for applicants? The programme will be organised around three priorities and implemented through a reduced set of actions. Research and Innovation Actions (RIA) and Innovation Actions (IA) will be the main types of grants in Horizon 2020. The difference between them is the closeness to commercialisation. Both RIA and IA will provide funding for collaborative transnational projects on pre-defined topics listed in the Horizon 2020 Work Programmes. As in FP7, participants in RIA and IA must form consortia of at least 3 partners coming from no less than 3 countries in Europe. These actions are also open to countries not associated to Horizon 2020 if their participation is deemed essential to the completion of the action or explicitly included in the call for proposal. For both RIA and IA, Participation From Industry and small and medium-sized enterprises (SMEs) is encouraged. While direct costs for RIA are reimbursed at 100%, participants in IA can only claim 70% of their direct costs. The exception is non-profit organisations, whose direct costs are fully reimbursed independent of the type of action. For both types of actions, a 25% flat rate for overhead can be claimed. Thus, the difference to FP7 lies mainly in the funding rules and the reduced set of instruments. Horizon 2020 also foresees funding instruments specifically designed for the needs of SMEs, such as the SME Instrument. This instrument will be implemented through a continuously open call, to which single SMEs can submit a request for funding. Support to SMEs is provided in three phases: concept and feasibility assessment, demonstration, and commercialisation, with different funding modes, such as lump sums and direct project funding with a 70% reimbursement rate. In that sense, CINTESIS applied research has ample opportunities to further develop and exploit knowledge into new products, processes, applications, materials or services.
