COMMENT ON THE BIBLIOMETRIC STUDY COMMISSIONED TO THE UNIVERSITY OF LEIDEN
Recently, the results of a bibliometric study were made available by FCT. The study was based on a survey, done in October 2012, to the 319 research centres financed by FCT. All articles published between 2007 and 2011 and registered on the WoS – Web of Science were considered and analysed according to a set of criteria, allowing the comparison of the relative scientific contributions of 293 Research Units (RU) and 26 Associate Laboratories (AL).
Apart from a global and thorough vision of the scientific outputs of the Portuguese scientific system, these results also provide interesting insights on the absolute and relative merits of CINTESIS. In terms of the total number of ISI indexed publications, CINTESIS ranked 4th out of the 27 Life and Health Sciences RU, with 332 publications during the 5 years period considered, averaging nearly 70 publications per year. Out of the 284 respondents to the survey, CINTESIS ranked 48th and was within the first 20th percentile of the entire national system. Furthermore, some subject categories of the publications within CINTESIS, e.g. Emergency and Critical Care Medicine, Surgery, Cardiovascular and Oncology, excelled on the PP(top 10%) and MNCS expected performance indicators, making it clear that the centre has been and is committed in addressing important areas of clinical research.
In our view, CINTESIS results are particularly relevant, especially considering the relatively low amount of funding received from FCT. In fact, considering the total amount of pluriannual funding received by AL, RU and CINTESIS and its respective scientific outputs – as measure by their number of scientific publications – each ISI indexed publication costs, in average, not less than 7,000 € in AL, around 2,500 € in RU and less than 500 € within CINTESIS. These large discrepancies, even if potentially biased (e.g. the relative number of citations per paper in each research centre have not been considered in these average costs per publication) still points out for the need to include cost-effectiveness indicators in current and future FCT evaluation processes.
In other words, a classification of “outstanding” or “excellent” attributed to a particular AL / RU should reflect not only the total amount of its scientific outputs but also a close relationship to the relative amount of human and financial resources provided by public funding agencies, as failing to do so will add on to existing disparities, whereas richer and higher classified research centres may not always be the more productive ones.
